The following information serves as a guide to support the completion of the Final results report, located under the “Manage my projects” section of the FedNor Portal. The report will be available at the project completion date and must be submitted within 90 days.
The Final Results report confirms the economic outcomes that are directly attributable to the project deliverables outlined in your Contribution Agreement with FedNor. After completing the Organization and Profile sections, you will be asked to complete the following sections:
Results
The tables on this page are pre-populated with the anticipated project results linked to your approved project deliverables. These results were identified at the start of your agreement based on FedNor’s assessment of your Detailed Application.
These economic outcomes are reported using standardized, quantifiable indicators that align with FedNor’s performance measurement approach. Definitions for each indicator collected by FedNor are provided in the relevant sections of this guide.
Jobs created and maintained between the project start and end date
If your project included anticipated employment deliverables, this table will be pre-populated with the number of full-time equivalent (FTE) jobs expected to be created or maintained during the project. These estimates were identified at the start of your Contribution Agreement and are organized by occupational category. These categories are based on the National Occupational Classification 2021 standard as well as the variant of the National Occupational Classification (NOC) 2021 Version 1.0 for Science, Technology, Engineering and Mathematics (STEM) standard, if applicable.
For each row, please enter:
- The actual number of positions created or maintained;
- The number of hours worked per week; and
- The number of weeks worked during the project period.
The information you enter will be automatically converted to FTE jobs to allow for consistent and comparable reporting.
To report on jobs that were not included in the table, please select the “Add new indicator” button. In the “Project indicators” column, enter the job title or a brief description of the position, then complete the remaining fields. The system will automatically calculate the total number of FTE jobs.
Employment Indicators and Definitions:

| Jobs created | Jobs created as a direct result of the project’s activities. Direct jobs are positions that relate directly to the operations of an eligible facility or to the delivery of an eligible activity. Typically, these jobs are in the eligible facility and are directly related to an eligible operation or activity including administration and further distribution of funding. |
| Jobs maintained | Existing jobs that would have been lost without FedNor funding. These are jobs that were saved as a direct result of the project. Do not include jobs that were lost when reporting jobs maintained. |
| Full-time equivalent (FTE) | A unit of measurement that represents the workload of a job. Converting full-time, part-time and seasonal jobs into FTEs allows for consistent and comparable reporting. One FTE equals 1560 hours of work in a year. For example, a person working 30 hours per week for 52 weeks equals 1.0 FTE; a person working 15 hours per week for 52 weeks equals 0.5 FTE. |
You must provide an explanation if any of the final results differ significantly from what was anticipated or if you add a new indicator to the table.
Your Program Delivery Officer may contact you if more information or clarification is required.
Common reasons for variances in jobs reported may include but are not limited to:
- Changes to the start or end date of a job created compared to the original project timeline.
- Anticipated job figures reported were estimates and could not be calculated accurately prior to project completion.
- An anticipated job position could not be filled as planned.
Other non-employment results achieved between the project start and end date
This table is pre-populated with the anticipated economic indicators identified at the start of your Contribution Agreement with FedNor. For each indicator, please confirm whether the anticipated result was achieved and update the “Actual total” field to reflect the final results achieved by the agreement completion date.
To report an economic indicator that is not included in the table, please select the “Add new indicator” button. In the “Project indicators” column, provide a brief description of the economic indicator, referencing the indicators listed below, and assign an “Actual total” value.

| Events | Events carried out as a direct result of project activities. Examples may include training sessions, community consultations, workshops, seminars, trade shows or missions. |
| Physical community or regional assets developed, modernized or expanded | Physical characteristics or amenities of a community or region essential for economic development (e.g. industrial park, waterfront development, downtown revitalization, information and communication networks, airports, other). |
| Value-added products, processes, services or technologies developed | New or improved products, services, processes, or technologies developed to increase financial value. Examples include enhancements in specifications, materials, usability, techniques, equipment, or software. |
| Value-added products, processes, services or technologies commercialized | Value-added products, services, processes, or technologies introduced to the marketplace as a result of project activities. |
| Intellectual property | Intellectual property created or licensed as a direct result of the project. Includes copyrights, licenses, patents, and trademarks. |

Includes equipment, facility upgrades, information and communication network infrastructure, intellectual property, and competencies created, acquired, or improved through project activities. |
You must provide an explanation if any of the final results differ from what was anticipated or if you add a new indicator to the table.

Examples of reasons for variances in non-employment results may include but are not limited to:
- Changes to project timelines, including delays or extensions that affected planned activities or outcomes.
- Changes in project scope, activities, or implementation approach.
- External factors, such as market conditions, supply chain disruptions, labour shortages, or other unforeseen circumstances.
- New opportunities or project outcomes emerged that were not anticipated during project planning.
Further reporting considerations
To ensure accurate reporting:
- Only include outcomes that were a direct result of your FedNor-funded project activities. Do not count indirect business outcomes (i.e. business outcomes that cannot be directly attributable to the project).
- Report each outcome only once. Do not double-count the same outcome under multiple indicators.
- Example 1: A business maintained cannot also be reported as a business expanded/modernized.
- Example 2: A physical community or regional asset can only be reported as developed, modernized or expanded.
- Example 3: A value-added product developed must not be double counted as an innovation asset acquired.
- Report completed studies or plans as a single outcome rather than counting individual components or deliverables separately. A study or plan reported must be an actionable document with findings that can be implemented in the future. Please indicate the type of study or plan developed in the comment field (e.g. business plan, feasibility study, marketing study, strategic plan, etc.).
- If your project resulted in intellectual property filings, include any related registration or applications numbers. Please provide any registration number associated with any intellectual property assets filed as a direct result of the project.
Additional outcomes expected to occur up to two years after project completion
This table applies if your project is expected to generate medium-term economic results up to two years after your agreement end date. Report only outcomes that are directly attributable to the project deliverables outlined in your Contribution Agreement with FedNor.
Two years after the project completion date, you will be asked to report on the indicators listed, if applicable.
The table is pre-populated with the anticipated medium-term economic indicators identified at the start of your Contribution Agreement with FedNor. Please review each indicator and confirm whether it is still expected to be achieved within the two-year reporting period.
If any changes are required, please provide updated information and explain the reason for the change in the comments field. You may also use this field to report any additional outcomes that are not already listed, provided they align with one of the indicators below.
Medium-Term Economic Outcome Indicators and Definitions
The following indicators are measured two years after the project end date:

This may also include business creation as a direct result of the project following agreement end date. |
| Implementation of a study or plan | Studies or plans developed as a direct result of the project will be implemented. |
| Increased sales, exports, market share or tourism spending | Recipient will see an increase in sales, exports, market share or tourism spending as a direct result of the project. |
| Development of value-added products, processes, services or technologies | Further development of value-added products, processes, services and/or technologies as a direct result of the project. |
| Commercialization of value-added products, processes, services or technologies | Value-added products, processes, services and/or technologies developed as a direct result of the project will be commercialized. |
| New investments resulting from project implementation | Recipient will see additional investments as a direct result of the project. |
| Other, please specify | Other economic outcomes are expected to occur as a direct result of the project. These outcomes must be specified and explained. |
Influencing factors
The prompts located under this page consist of three questions:
- Which factors contributed to the project's success?
- Which factors hampered the project's success?
- What impact did FedNor financial support have on the execution of the project?
For the first two questions, a list of potential factors is pre-populated for you to select from. You may select factors for each question, and an explanation is required for each response.
For the third question, you may select only one response.
Review
On this page, you will be presented with all the final results information provided and given the opportunity to review prior to submission. If there are any validation errors, such as mandatory fields that were left blank, these will be identified in a red error box at the top of the page. Return to the appropriate page using the progress bar at the top of the page and update your information to move forward with your report. For any technical issues that arise with the report, please contact your Program Delivery Officer.
Once you have reviewed and verified that the report is complete, select the "Confirmation" checkbox at the bottom of the page, then select "Next".
Certification
Read the certification section carefully to ensure that you are able to acknowledge and certify the statement on behalf of the organization. Once you have fully reviewed the certification section, select the "Submit" button at the bottom of the page. Note that only portal users with the “Submit” rights can submit the “Final Results” report.
